Remote Access
The VPN facility on VPN routers enables you to use the public Internet to link remote offices or users. Although this is theoretically possible using public IP addresses, it would be highly insecure.
VPN sets up a "tunnel" over the Internet - that is a secure point-to-point link which uses strong encryption. As such, although the tunnel is being carried across public networks (i.e. the internet) the data inside that tunnel is encrypted.
Outside the tunnel, the two routers use public IP addresses (static or dynamic, as allocated by your ISP) but inside the tunnel, your networks use private class C address ranges (e.g. 192.168.0.1 to 192.168.0.254) which cannot themselves be reached via the Internet.
